Can an AI voice agent answer your portal calls after hours in English, Arabic and Hindi?

By Ranjit Bhinge, founder of Blur Studio · Updated · 7 min read

Short answer: An AI voice agent is software that answers a phone call, talks to the caller using AI speech and language models, and either handles the request or passes the call to a person. For a Dubai brokerage, the sensible first use is inbound only: picking up missed or after-hours calls from portal listings (Property Finder and Bayut are UAE property listing portals), answering basic questions from verified listing data, booking viewings and logging everything to your CRM (the database of your leads and deals). Do not use it for cold outbound calling: Dubai Land Department (DLD) Circular 02-2026 restricts brokerages contacting property owners and investors that way. Test it on a four-week after-hours pilot before committing.

Portal calls ring out when your agents are busy or off shift, and you want to know whether an AI can pick them up in the right language, what it must pass to a person, and whether it is worth the money.

I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.

What can an AI voice agent do with portal calls, and what can it not?

When a buyer taps the call button on a listing, the call goes to a number your brokerage controls. A voice agent can answer it, say who you are, confirm which listing the caller means, answer simple factual questions, ask a few qualification questions (budget, area, timing), offer viewing slots, and write a summary into your CRM, the database of your leads and deals. If the caller wants something else, it transfers the call or books a callback. For your own agents' calls, see AI call notes and CRM entry.

What it should not do is decide anything that carries commercial or legal weight. The list is short and fixed: price negotiation, fees and commission, legal, tax or mortgage questions, complaints, and any promise about availability or returns. Those go to a human. A good agent is a polite, fast receptionist with a clipboard, not a salesperson.

Vendor pages claim big gains. One Dubai press release says a vendor's agents cut lead response time by 40 percent for its customers and, for one named client, cut missed after-hours enquiries by 30 percent over six months. Those are company statements with no stated method or baseline, so I treat them as claims, not benchmarks.

Why is after-hours inbound the right place to start?

Because the alternative is voicemail. The caller rang the number on your listing, so they expect an answer, and a missed call often turns into a call to the next listing. It is also the lowest-risk use: you are responding to someone who contacted you, not initiating contact.

Before buying anything, work out your volume. From your phone system or portal call reports, count missed calls by hour. If after-hours missed calls are only a handful a week, a callback-booking message or a simple voicemail prompt is enough, and a voice agent is more than you need. If they run into dozens a week, the case is real.

The outbound question: what DLD Circular 02-2026 means for AI calling

DLD, the emirate's property regulator, issued Circular 02-2026 on 26 February 2026 to brokerage offices. It prohibits obtaining data on property owners or investors by unlawful means, and prohibits direct contact with them by phone or other communication channels for the purpose of offering, marketing or purchasing property. The exception is clients with a documented prior transaction or contractual relationship, where the office keeps a record and submits it to the authority on request. On a complaint, penalties include a AED 50,000 fine and suspension of activity for three months, with permanent revocation of the broker's registration for repeat violations.

An AI dialler is still your office calling. Pointing one at a list of owners is a licence risk, not only a technology question. Separately, the UAE telemarketing rules (Cabinet Resolution 56 of 2024) limit marketing calls to 9am to 6pm and bar calls to numbers on the national Do Not Connect Register, the official list of people who have opted out of marketing calls. I found no official rule specific to AI or automated calls, so do not assume that an AI call is exempt. For more, see cold calling rules and tools for UAE real estate, and confirm with the relevant authority or a lawyer.

English, Arabic and Hindi: how to test language quality before you pay

Vendor language lists are claims. One vendor page lists many languages, but the demos I saw were not real estate and I found no Arabic demo. Test on your own calls: record a handful of real calls (with permission and with names removed), including an Arabic caller, a caller who mixes Hindi and English, and one who gives an area name in an unusual spelling. Ask the vendor to run those through their system and play you the result. Watch for mispronounced area names, wrong numbers and slow replies.

The Arabic issues are the same as in chat, plus speech recognition on dialect; I cover the chat version in the Arabic AI chatbot guide. For choosing a voice that sounds right, see finding a native-sounding AI voice, and for the call-handling basics, answering calls in Arabic, English and Hindi.

What may it answer, and what must go to a human?

Write a handoff contract with five call types that always go to a person, how fast, and what the agent sees. A workable starting list:

  1. The caller asks to negotiate price or asks about commission or fees.
  2. The caller asks for legal, tax or mortgage advice.
  3. The caller is an existing client, a landlord or an owner.
  4. The caller is upset or complaining.
  5. The caller asks for a person, in any words.

The agent should see a short summary and the listing reference, not a blank screen. At 2am the honest answer is a callback slot, not a promise to connect. And the agent should answer from a verified listing feed only: if a field is empty, it says it will have a colleague confirm. The failure modes I would test for are a stale price on a repriced listing, mispronounced Arabic area names, invented availability, and a caller who switches between Hindi and English mid-sentence.

How software and AI fit: transfer, CRM logging and call summaries

  • Answering and talking: the AI speech and language models do this. A person writes the greeting, the boundary list and the facts sheet.
  • Transfer and callback: telephony software moves the call to an agent's phone when someone is on shift, or books a callback slot when not.
  • Logging: software saves a transcript, a short summary, the lead's fields, the source portal and the listing reference into the CRM. A person decides which fields matter.
  • Summaries for agents: the AI writes a three-line summary. A person reads it before calling back.
  • Everything with money or legal weight: a human.

I build connections between phone systems, AI agents and brokerage CRMs, including the logging and the callback booking. You can also prepare yourself with Claude, an AI assistant: paste five anonymised call notes and ask, "For each call, list what the caller wanted, which of my five handoff types it falls under, and what facts an agent would have needed to answer on the spot." That shows you how many calls a voice agent could really have handled. For the general picture, see AI receptionists for real estate agents and brokerages and AI voice agents.

Recording, disclosure and what to ask a lawyer

Tell callers at the start that they are speaking to an AI assistant and that the call may be recorded. I found no official UAE rule that requires an AI disclosure on calls, but I would do it anyway, because a caller who feels tricked will not trust your brokerage. On recording, sources commonly report that recording without consent carries criminal penalties under UAE law, but article numbers and fines differed between sources and I could not read the primary text, so I do not quote any. Ask a lawyer to confirm the exact notice wording and consent approach. My general article is call recording and AI calls consent rules. Also keep the client records rule in mind: under the UAE anti-money-laundering rules, brokers must keep customer due diligence (identity and background checks) and transaction records, including business correspondence, for at least five years. This is an anti-money-laundering duty, not a DLD or RERA call rule, and the rules do not name call recordings. Call records tied to a customer may count as business correspondence; that is an interpretation, so confirm with a lawyer.

What does it cost? Reading vendor per-minute pricing

Voice agents are usually priced per minute plus telephony. The one vendor price page I read was priced in Indian rupees (pay-as-you-go at Rs 6 a minute plus telephony, with monthly plans from Rs 1,499 at Rs 5 a minute, excluding 18 percent tax, read on 2 November 2026). That is a vendor figure for a different market, so use it to understand the model only. Your calculation is: price per minute times average call length times monthly calls, plus telephony, plus integration, versus the value of one extra mandate or viewing. Headline rates often need the highest plan, so ask for your total. For the worksheet, see what AI automation costs a Dubai brokerage.

A four-week after-hours pilot, with numbers to track

  1. Week 0: count missed after-hours calls for a typical month, write the handoff contract, load the facts sheet, and get legal wording for the recording notice.
  2. Week 1: run the agent on one portal number, outside working hours only, with a human reviewing every call each morning.
  3. Weeks 2 and 3: keep running; fix wrong answers, mispronounced names and handoff gaps as they appear.
  4. Week 4: compare with your baseline.

Track four numbers: calls answered, calls that ended with a booked viewing or callback, calls your agents judged qualified, and complaints. Set a stop rule in advance, for example that any invented fact is a fail.

When a simple callback message is enough

If your after-hours missed calls are few, a text or WhatsApp message sent after a missed call, saying who you are and offering a callback time, captures much of the value for a fraction of the cost. For that route, see the WhatsApp AI agent guide. A voice agent earns its place when callers truly will not leave a message and your volume justifies it.

How would I approach it?

I would count the missed calls first, start with after-hours inbound only, read every call for the first week, and make the human handoff the main design effort. I would leave outbound calling alone until a lawyer has looked at DLD Circular 02-2026 and at how your documented client relationships are recorded.

Questions people ask

Can an AI voice agent answer Property Finder and Bayut calls?

Yes, if the portal call number forwards to a number the agent answers. Ask the vendor and the portal how call forwarding or call tracking is set up on your account. Start with after-hours calls only.

Does it work in Arabic and Hindi?

Vendors say yes, and I could not verify any of it. Test on recordings of your own calls, with an Arabic speaker and a Hindi and English mix. See answering calls in Arabic, English and Hindi.

Can an AI make outbound calls to property owners in Dubai?

I would not. DLD Circular 02-2026 restricts brokerage offices from contacting owners and investors directly to market or buy property without a documented prior relationship, and an AI call is still your office calling. Confirm with the relevant authority or a lawyer.

Do I have to tell callers it is an AI?

I found no official UAE rule requiring it, but I would say so at the start of every call and mention recording. Confirm the wording with a lawyer. See call recording and AI calls consent rules.

What does an AI voice agent cost?

Usually a per-minute price plus telephony and integration. The only vendor page I read was in rupees, so get quotes in dirhams and work out your own total. Details in the cost article.

What should it never answer?

Price negotiation, commission or fees, legal, tax or mortgage advice, complaints, and any availability that does not come live from your listing data. Those go to a person.

How do I know if it is worth it?

Count your after-hours missed calls, run a four-week pilot, and compare booked viewings and agent-accepted leads against your baseline. If missed calls are only a handful a week, a callback message is enough.
