App developers in Melbourne: how to choose a team for an AI app
Short answer: Most Melbourne owners who want an AI app hire a small app development company or remote team to design, build and support it. Look for live AI work, a clear plan for the Privacy Act and the Victorian Health Records Act if you hold health data, and a contract that puts the code in your name. Plan your privacy policy wording now, because new rules on automated decisions start on 10 December 2026.
You're a Melbourne business owner looking for AI app developers, and want someone who understands Victoria's own health privacy rules.
I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.
How big is Melbourne's economy?
The City of Melbourne council area produced $126.8 billion of output in 2023-24. That was 21.8% of Victoria's economic output, and 13.4% more than in 2019. The city had more than 652,000 jobs on 30 June 2024, up by more than 72,000 since 2019.
The council endorsed a new economic strategy in July 2025. It names climate, tech, health, sport and digital gaming as fields where Melbourne could lead the Asia-Pacific region.
What is Melbourne's AI and startup scene like?
Global Victoria, the state's trade agency, gives these figures for the Victorian tech sector.
- Tech businesses: Victoria has more than 22,700 tech businesses. Together they earned more than $142 billion in revenue in 2023-24.
- Workers: The state has more than 300,000 ICT professionals, about 30% of Australia's tech workforce.
- AI firms: Melbourne's CBD has 188 AI companies. Global Victoria calls this Australia's most significant single AI cluster.
- AI startups: More than 20% of Australia's AI startups and scaleups are in Melbourne.
- Hubs: The Cremorne Digital Hub and Boab AI, an accelerator for AI scaleups, both support local firms.
Two groups help founders get started.
- LaunchVic: Victoria's startup agency, set up in 2016 and now called Innovation Victoria. It has supported 1,958 startups and helped create 3,501 jobs. Its programs include Basecamp, NOVA and Office Hours.
- Cicada Innovations: A deep tech incubator with a site in Parkville, as well as two in New South Wales. It has supported more than 500 ventures.
What do app developers earn in Melbourne?
Jobs and Skills Australia tracks software and applications programmers across the country. Victoria employs 32.8% of them, second only to New South Wales. Full-time workers in the role earned a national median of $2,496 a week before tax, based on May 2023 data.
Those numbers describe salaries. An app development company's quote has to cover design, testing, project management and support as well. So the fair test is to send each team the same one-page brief for a small first version. Ask for a fixed price, plus the monthly cost to host and run the app. My guide to AI app development cost lists the choices that raise a quote.
What rules apply to an AI app in Melbourne?
The Privacy Act
The federal Privacy Act 1988 applies to most businesses with an annual turnover over $3 million. A small business is still covered if it provides health services or trades in personal information.
On 10 December 2026, a new duty starts for businesses the Act covers. Say your software makes a decision, or does a step closely tied to one. If that decision could significantly affect a person, your privacy policy must say so. It must name the kinds of personal information the software uses and the kinds of decisions involved. The OAIC published guidance on this duty on 30 September 2026.
A second round of reform is still a draft. The Attorney-General released the Privacy Amendment (Personal Data Protection) Bill 2026 for comment in September 2026. It would replace some current privacy principles with a test of whether handling personal information is fair and reasonable.
Victoria's Health Records Act
Victoria has its own Health Records Act 2001. It covers health information held by public and private organisations, including GP clinics, psychologists, insurers, employers and gyms. It applies whatever the size of the business, so there is no small business exemption. The Health Complaints Commissioner handles complaints under the Act.
So a small Melbourne clinic or gym may be outside the federal small business rules and still covered by the Victorian Act.
AI law
Australia has no general AI law as of October 2026. In July 2026, the Prime Minister announced a new Office of AI and plans for Australian Standards for AI, with legislation aimed for early 2027. The first mandatory rules announced so far target large AI data centres. My guide to app development companies in Australia covers the national AI guidance in full.
That draft bill is a bigger change than the outline above suggests. The exposure draft released on 31 August 2026 proposes around 41 changes to the Privacy Act in total, 30 of them carried over from the Attorney-General's 2022 Privacy Act Review Report and 11 genuinely new. Public submissions closed on 18 September 2026, so expect this to keep moving through 2027 rather than becoming law immediately.
What AI apps suit Melbourne industries?
Referral letter reader for allied health clinics
Physio, psychology and GP clinics receive referral letters in many formats. An AI tool can read each letter, pull out the patient details and reason for referral, and fill the booking form for staff to confirm. Design it around the Victorian Health Records Act from day one, because the data is health information.
Member help desk for sports clubs and venues
Sport is one of the fields in the city's economic strategy. Clubs and venues answer the same questions about memberships, tickets and fixtures every week. An AI assistant can answer from your own rules and fixture lists, and pass harder questions to staff. A knowledge base built on your own documents keeps those answers accurate.
Client portal for professional and financial firms
Accounting, legal and advice firms trade files and questions with clients over email. A secure client portal gives each client one place for documents and updates. AI can then sort each upload, check it against the job's list and tell the client what is missing.
How do you choose app developers in Melbourne?
Ask each team the same questions so the answers are easy to compare.
- Which AI app have you built that people still use today?
- Who will write my code, and does any of it go to another company?
- How will the app meet the Privacy Act, and the Health Records Act if I hold health data?
- How will we track the decisions the app makes, so my privacy policy is correct by 10 December 2026?
- What will hosting and AI usage cost each month at my expected volume?
- Will the code, hosting and AI accounts be registered to my business?
Walk away from a team that will not say where your data is stored. Be careful too if it wants to keep the code in its own accounts.
Should you hire a Melbourne team or a remote one?
A Melbourne team can come to your office for a planning session. A remote team works through video calls, shared task boards and test builds you open on your phone. Either can work well. What matters most is how many hours you overlap each day and how often you see working software.
Why Melbourne businesses choose Blur Studio
I'm a one-person studio based in Dubai, and I work with Australian businesses remotely, Melbourne included. For Melbourne clinics, clubs and professional firms, I plan the health data rules and the privacy policy wording before I write any code. I build AI apps, AI workflows and custom software for businesses without a tech team, and I rescue apps that stalled in Lovable, Bolt, Replit, Cursor or Bubble. Once the app is live, I keep it secure and working. The code, hosting and AI accounts all stay in your name.

What do software developers earn in Victoria?
Jobs and Skills Australia reports a national median of $2,496 a week before tax for full-time software and applications programmers. Victoria employs 32.8% of the people in this role.
When do the new automated decision rules start?
They start on 10 December 2026. From then, businesses covered by the Privacy Act must explain significant automated decisions about people in their privacy policy.
Is Melbourne really a big AI hub?
Yes, more than the reputation suggests. Global Victoria counts 188 AI companies in Melbourne's CBD alone, calling it Australia's most significant single AI cluster, and says more than 20% of the country's AI startups and scaleups are based in Melbourne.
Roughly what does this cost?
As a broad reference, fixes and finishes start at around $1,500, and new builds start higher, always a fixed price agreed in writing before I start, never an hourly rate. My AI app cost guide explains what actually drives a quote up or down.
Is my project too small for this?
No. Most of the owners I work with have no tech team at all, that is the whole point. If the smarter move is a cheap software subscription instead of custom software, I will tell you that on the first call, even though it means I do not get paid.
