Free AI voice agent and receptionist options: what free really means

By Ranjit Bhinge, founder of Blur Studio · Updated · 6 min read

Short answer: Every major AI voice agent platform offers a free starting point, but "free" means something different on each one. ElevenLabs' free plan gives 10,000 credits a month with no commercial license. Calilio's paid Standard plan includes a free block of AI voice agent minutes (10 per user per month) rather than a separate free tier. Vapi gives $5 in free credits to start, Retell AI gives $10, as of October 2026. None of these free tiers are meant to run a real business phone line long-term, they're built for testing, and the limits show up fast once real call volume starts.

You want to try an AI voice agent or receptionist before paying for it, and want to know exactly where the free version stops being enough.

I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.

What "free" actually includes, vendor by vendor

A quick note on what each of these actually is before the numbers: ElevenLabs is a broad AI voice platform for text to speech and conversational agents, Calilio and KrispCall are business phone systems with an AI voice agent feature built in, and Vapi and Retell AI are developer platforms for building a custom voice agent from scratch. The two developer platforms are set side by side in Vapi vs Retell vs ElevenLabs Agents.

OptionWhat's freeWhere it stops
ElevenLabs10,000 credits a month, covering basic text to speech, voice design and other toolsNo commercial license on the free tier, and no dedicated voice agent phone number without a paid plan
CalilioNo separate free plan, but its cheapest paid tier (Standard, $15/month per user) includes 10 free AI voice agent minutes per user per month before overage charges applyOverage kicks in at $0.25 a minute past that free allowance, which adds up fast on a business that actually gets calls
KrispCallKrispCall's pricing and free-tier details returned an access error when I checked live, confirm current terms directly on krispcall.comUnknown, confirm directly
Vapi$5 in free credits to start, full platform access with limits (4 concurrent calls, 1 phone number, 14-day data retention)Once the $5 in credits is used, you're on usage-based billing, plus a $29/month Core plan if you want a committed platform tier
Retell AI$10 in free credits, plus 20 free concurrent calls included even on the pay-as-you-go planCredits run out based on usage, roughly 30 to 140 minutes depending on which model and voice you select

Free for personal use isn't the same as free for business use

Several platforms' free tiers are explicitly scoped for personal, non-commercial testing, and their terms say so directly, even when the product page doesn't make this distinction obvious at a glance. Read the actual terms of service for the free tier you're considering, not just the pricing page's feature list, specifically looking for language about commercial use, business use, or revenue-generating activity. Using a personal-use free tier for a real business line, even unintentionally, can put you in violation of a vendor's terms, which is a different and more serious problem than simply hitting a usage limit.

The limits that actually matter in practice

  • No commercial license: On ElevenLabs' free plan specifically, you cannot legally use the generated voice in a real business context, ads, a live phone line, published content, without upgrading. This is the single most commonly missed limit.
  • Credits run out fast at real call volume: A free credit allowance that feels generous in a demo disappears quickly once actual customers are calling every day. Run the math on your expected daily call volume and minutes per call before assuming a free tier will cover you for more than a trial period.
  • Limited concurrent calls: Vapi's free tier caps you at 4 concurrent calls. If your business ever gets more than a few calls at once, free-tier limits will start dropping or queuing calls.
  • Short data retention: Vapi's free tier retains data for only 14 days, which matters if you want to review past call transcripts for quality checks or training.
  • No dedicated business phone number on some free tiers: Several platforms' free tiers are built around testing with a shared or temporary number, not a permanent line you'd put on your business cards or website.

Signs it's time to upgrade off free

  • You're hitting the credit or minute limit before the month ends: This is the clearest signal, your actual usage has outgrown the free allowance.
  • You want to use it on a real, published business number: Testing on a free tier is fine. Putting it in front of real customers on your actual business line usually requires a commercial license and a paid plan. The best AI receptionist for small business comparison covers packaged paid options.
  • You need more than one concurrent call handled: Once your business gets more than a couple of calls at the same time with any regularity, free-tier concurrency limits will start costing you missed calls, defeating the entire purpose.
  • You need call history beyond a couple of weeks: If you want to review transcripts for quality or training purposes over a longer window, the short retention on some free tiers won't support that.

The hidden cost "free" doesn't cover: your time

Even on a genuinely generous free tier, the setup time, writing the script, testing edge cases, connecting it to a calendar or CRM, is the same amount of work whether you're on a free or paid plan. Several hours of real setup and testing time against a $5 free credit balance is a lopsided trade if the tool then can't be used in production without upgrading anyway. The free tier's actual value is letting you validate that a specific approach works for your business before committing money to it, not as a way to avoid ever paying for the tool at all. Go in with that expectation and the free tier becomes genuinely useful rather than a source of frustration when it runs out faster than expected.

A sensible way to actually test for free

Use the free tier to validate the specific things that matter before you pay: does the voice sound acceptable on your actual script, does it correctly understand your specific accent and vocabulary, does the booking or handoff logic work the way you expect. Don't try to run a full week of real customer calls on a free tier expecting it to hold up, that's not what any of these free allowances are sized for. Treat the free period as a script and configuration test, then budget for the paid tier before going live with real customers.

A practical test plan: write out your 4 or 5 most common call types, call the free-tier agent yourself with each one, including a couple of deliberately off-script questions, and note exactly where it breaks down or gives a wrong answer. If it handles your actual call types reasonably well within the free allowance, you have real confidence before spending anything. If it struggles even on the easy, scripted calls, that's valuable information too, before you've paid for a month you'd otherwise waste finding this out the hard way. Typical failure points are listed in AI voice agents for small business: use cases and pitfalls.

Free forever vs. a time-limited trial

Pay attention to which kind of free you're actually getting. ElevenLabs' free plan and Calilio's included free minutes are ongoing, they renew every month for as long as you're on that tier. Vapi's and Retell's free credits, by contrast, are a one-time starting balance, not a recurring monthly allowance, once they're used up, you're on paid usage regardless of the calendar. Confirm which type applies before planning your testing timeline around it, a one-time credit balance can run out mid-test if you're not tracking usage, while an ongoing monthly allowance gives you a predictable amount to test with every month.

How does Blur Studio approach this?

I usually recommend using the free tier of whichever platform fits your use case to validate the configuration and script first, that's genuinely what it's built for, before spending anything on a paid plan. Once you know the setup actually works for your business, moving to a paid tier is a straightforward decision rather than a leap of faith.

Questions people ask

Can I run my actual business phone line on a free AI voice agent plan?

Not safely for most platforms. Free tiers typically exclude a commercial license, limit concurrent calls, or cap usage in a way that breaks down under real call volume. Use free tiers for testing, budget for a paid plan before going live.

Which free tier gives the most to actually test with?

Retell AI's $10 in free credits plus 20 free concurrent calls gives a reasonably generous testing window. Vapi's $5 in credits is smaller but still enough to validate a basic setup. Compare based on your specific expected call volume during testing.

Does a free tier include voice cloning?

On ElevenLabs, instant voice cloning is available from the Starter paid plan up, not the free tier. Confirm cloning availability on any platform's specific free tier before assuming it's included.

What's the cheapest way to go from free to a real, working setup?

Calilio's $15-a-month Standard plan, with a modest free block of AI minutes included, is one of the lower-cost real entry points once you're past pure testing. Compare it against your actual expected call volume before committing.

Roughly what does a custom build cost?

As a broad reference, fixes and finishes start at around $1,500, and new builds start higher, always a fixed price agreed in writing before I start, never an hourly rate. My AI app cost guide explains what actually drives a quote up or down.

Is my project too small for this?

No. Most of the owners I work with have no tech team at all, that is the whole point. If the smarter move is a cheap software subscription instead of custom software, I will tell you that on the first call, even though it means I do not get paid.
