Choosing an AI development company in the UAE to build your AI product
Short answer: A good AI development company in the UAE builds your AI app or product around one clear task, works in Arabic and English, and follows the data rules that apply to you. That means the federal PDPL, or the DIFC or ADGM rules if you are licensed there. Ask to see live AI products, ask where your data goes, and make sure you own the code and the accounts.
You're looking for an AI or app development company in the UAE, and want to know who actually understands the local market, not just who claims to.
I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build apps, business software, and AI agents and workflows, one project at a time. I also work differently from most of what else is out there, more on that further down this page.
This guide is for UAE business owners and founders who want an AI app or AI product built. That could be a new product with AI at its core or an AI feature inside an app you already have. It could also be an internal tool that reads your documents and answers your team's questions. It covers the UAE's AI push, the data rules you must follow, Arabic needs and how to choose a builder.
I'm Ranjit Bhinge, and I'm based in Dubai. If you are still working out which kind of AI company you need, start with my guide to how to pick an AI development company. This page is about the build itself.
How fast are UAE businesses adopting AI?
The UAE leads the world on everyday AI use. Microsoft's September 2026 AI Diffusion Report found that 73.3% of working-age people in the UAE used generative AI in the second quarter of 2026. That was the highest share of any country.
Businesses are moving fast too. A report from AWS and the UAE Artificial Intelligence Office, with research by Strand Partners, came out on 30 September 2026. It found that 72% of UAE businesses use AI, up from 53% a year before. Of those, 85% said AI made their digital change faster. The report also named a shortage of skilled AI staff as a barrier.
What does this mean for you? Your customers already use AI tools, so they expect your product to be smart and fast. And many businesses want AI but lack the people to build it well.
What an experienced developer or agency actually charges
Skip the noise from junior freelancers and offshore bidding sites, they are not what you are really comparing when you are hiring for a real project. Here is what the experienced end of the market actually costs in the UAE.
- An experienced, independent developer typically charges AED 300 to AED 550 an hour.
- A UAE development agency, billing a blended rate that covers a developer, a designer and a project manager, typically runs AED 250 to AED 500 an hour or more for senior engineering time.
Both of those are hourly, which means the final bill depends entirely on how long the work takes, and that is exactly the part neither you nor they can know for certain at the start. It is also why I do not price by the hour at all.
What is the UAE's AI strategy?
The UAE National Strategy for Artificial Intelligence 2031 aims to make the UAE one of the world's leaders in AI by 2031. Its goals include more AI in customer services, more AI talent, and strong AI governance and regulation. It also aims to give AI builders the data and infrastructure they need to test new ideas.
On 14 June 2026, the UAE announced a new Federal Authority for Artificial Intelligence and Data. It reports to the Cabinet. It brings together the UAE Artificial Intelligence Office, the Emirates Data Office and part of the TDRA. Its job includes national AI and data policy, proposing new laws, and setting standards for AI and data. Lawyers expect it to finish the detailed PDPL rules and to enforce the federal data law. As of October 2026, neither had happened yet.
So expect more AI and data rules over the next few years. Build your product so you can add notices, records and controls without a rebuild.
Which data rules apply to an AI product in the UAE?
Your AI product will almost always handle personal data, such as names, phone numbers, chats and documents. Which rules apply depends on where your company is licensed.
| Rule set | Who it covers | What it means for an AI product |
|---|---|---|
| Federal PDPL (Decree-Law No. 45 of 2021) | Most UAE businesses | Consent in most cases, security, breach reporting, user rights |
| DIFC Data Protection Law No. 5 of 2020 | Firms licensed in the DIFC | Plus Regulation 10 on AI systems that use personal data |
| ADGM Data Protection Regulations 2021 | Firms licensed in ADGM | Close to EU GDPR, with rights on automated decisions |
The federal PDPL
The Personal Data Protection Law is Federal Decree-Law No. 45 of 2021. In most cases, you need a person's consent to use their personal data. There are some exceptions, such as public interest or legal claims. You must keep data secure and report breaches.
People also have rights under the law. They can get information about decisions made using their data. They can correct wrong data and ask you to delete it. The law also controls sending data abroad. That matters for AI, because many AI models run on servers outside the UAE.
The detailed rules under the PDPL, called the implementing regulations, had still not been issued as of October 2026. Lawyers at Ashurst said the same month that the federal data office was not yet working in practice. Build to the law's main ideas now, so you are ready when the rules arrive.
DIFC and Regulation 10
The DIFC has its own Data Protection Law No. 5 of 2020. It also has Regulation 10, which covers personal data used in autonomous and semi-autonomous systems. In plain words, that means AI. The DIFC lists Regulation 10 as enacted on 1 September 2023. It also runs a certification route, with accredited bodies that can review an AI system.
If your company sits in the DIFC, tell your builder at the start. Regulation 10 affects how you design, explain and record what the AI does.
ADGM
ADGM's Data Protection Regulations 2021 are closely based on the EU's GDPR. People have a right not to be subject to decisions made only by automated processing, including profiling. Some high-risk processing, such as automated evaluation of people, needs a data protection impact assessment. That is a written check of the risks before you start. Breaches must be reported to the ADGM Commissioner within 72 hours.
Health data
Federal Law No. 2 of 2019 covers technology in healthcare across the UAE, including the free zones. It aims to keep health data confidential and limits sharing it. If your AI product touches patient data, plan your hosting and AI providers with care. My guide to hiring an AI app development company covers hosting and other app basics.
How do you build AI that works well in Arabic?
Many UAE users switch between Arabic and English, sometimes in one message. Your AI product should handle both from the first version.
- Test with real messages: Collect real customer messages in Arabic, English and mixed form. Run them through the product before launch.
- Write content in both languages: Give the AI your own approved Arabic and English content to answer from. Have a native speaker check the Arabic.
- Design right to left: Screens must flip for Arabic, including menus, icons and text boxes.
- Pick the model by testing: Global AI models handle Arabic, and UAE-built models are improving too. In October 2026, MBZUAI's Institute of Foundation Models and Inception42 launched Jais 3, which they describe as Arabic-native AI for speech, writing and agents.
If your product will act on its own, such as booking or replying on WhatsApp, read my guide to hiring an AI agent development company.
How do you choose an AI development company in the UAE?
Start with the one task your AI product must do well. Then judge each company against it.
- Can I see an AI product you built that people use today?
- How do you test the AI's answers in Arabic and English?
- Where will my data be stored, and which AI providers will see it?
- How will you follow the PDPL, or the DIFC or ADGM rules if they apply?
- What will the product cost to run each month as use grows?
- Who owns the code, the prompts, the hosting and the AI accounts?
Be careful with a builder that cannot explain where your data goes or how it tests answers. Be careful too if it keeps the code in its own accounts. A small first version with one strong AI feature teaches you more than a large one. If your business is in the capital, my guide to app and software development in Abu Dhabi adds local detail.
Which businesses in the UAE benefit most, by type
Software and AI are not just for large companies. Here is how different kinds of businesses in the UAE tend to use them, so you can see where you fit, whichever end of that list you are on.
Retail and hospitality groups
Multi-location retail, F&B and hospitality groups benefit from one owned system for bookings, loyalty and inventory across every branch.
Real estate and property
Property listings, viewings and tenant communication are still handled manually at a lot of UAE agencies. A booking and CRM tool built around how the business actually works changes that fast.
Trade, logistics and import-export
Businesses moving goods through the UAE's ports and free zones need tools that track shipments and paperwork without three spreadsheets and a WhatsApp group.
Professional and financial services
Firms handling client data need it done properly from day one, with clear answers about where data lives and who can see it.
Founders building and launching a new product
If you are not running an existing business at all, you are building one: this applies just as much to you. A lot of what I do is exactly this, taking a founder from an idea, or a rough first version, to something real people can actually use and pay for. You do not need to be technical, and you do not need a co-founder who writes code. You need someone who takes the idea seriously, asks good questions, and builds the smallest version that proves it works.
Local retail and restaurants
Online ordering, loyalty programs, or a simple AI agent that answers the questions customers ask most, these are small builds with a fast, visible payoff.
Trades and home services
Plumbers, electricians, contractors and similar businesses usually just need scheduling, quoting and job tracking that does not depend on a whiteboard or a notebook in a truck.
Professional services firms
Small accounting, legal and consulting practices need client portals and document tools built around how they actually work, not a bloated enterprise platform.
How a typical agency or freelancer works
It helps to know what you are comparing before you pick anyone, so here is the standard model, honestly.
An agency usually assigns you an account manager, who is not the person writing the code. Your project is scoped, then billed by the day or the hour, and the price tends to grow as the scope becomes clearer, which is often after you have already signed. You might talk to two or three different people across the project, and if one of them leaves, someone new picks up where they left off, at your expense while they get up to speed. For a well-funded company, that structure can work fine. For an owner-run business, you are usually paying for layers you do not need.
A freelancer solves the overhead problem, often at a lower price, but creates a different one: they are one person, usually juggling several other clients at the same time as yours. Replies can be slow exactly when you need them fast, and if they get busy, sick, or simply move on to a bigger contract, your project waits. Ownership of the code and accounts is not always clearly settled either, worth confirming before you sign anything, with anyone.
How I work instead, and why
I think the standard model is built to make projects bigger and slower, not better, because most of the industry is paid by the hour or the day. I am not. Every project I take on is priced once, fixed, in writing, before I touch anything, so finishing fast is in my interest as much as yours, not a cost to me.
That belief shapes everything else. I work directly with you, from the first call to launch and after, there is no account manager and no handoff. I plan the smallest version that actually proves the idea or fixes the problem, build it, and test it on your real examples before anyone relies on it. If a cheaper software subscription would genuinely solve your problem better than a custom build, I tell you that on the first call, even though it costs me the job. And the code, the domain, the hosting and every AI account sit in your name from day one, not mine, so none of this depends on me staying available forever.
In practice, a project runs like this: one call to understand the real problem, a fixed price and a written plan, a small first version built and tested on your real data, weekly updates so you always know what is next, launch together, and the Owner's Manual handed over at the end, a plain-language document explaining how everything works so any developer could pick it up if they ever needed to.
| What matters | A typical agency | A typical freelancer | Me |
|---|---|---|---|
| Who you talk to | An account manager | One person, often stretched thin | Me, directly, every time |
| Price | Day rate, tends to grow | Cheaper, less predictable | Fixed, in writing, upfront |
| Code and account ownership | Check the contract closely | Usually you, confirm it | You, always, from day one |
| After launch | A new, separate contract | Depends on availability | A Care plan, or fixed-price fixes whenever you need them |
Want to talk through your project in the UAE?
What projects typically start at
As a broad reference: fixes and finishes start at around AED 5,500, and a new build starts higher, always a fixed price agreed in writing before any work begins, never a day rate. My AI app cost guide covers what actually moves that number.
Mistakes owners in the UAE make when hiring a developer
I have been brought in to fix enough of these to know they are the usual suspects.
- Starting work without a price in writing. "We will figure out the scope as we go" is how a small job quietly becomes a large one.
- Not confirming who owns the code and the accounts. Ask this before you sign anything, not after you want to leave.
- Choosing the lowest hourly rate. A cheap rate with no fixed scope almost always costs more in total than a fixed price from someone slightly more expensive.
- Skipping a real test before launch. An AI feature that was never tested on your actual customers, documents or questions will embarrass you in front of them instead.
- Forgetting the monthly bill. Hosting and AI usage cost something every month, forever. Ask for a real number before you launch, not after the first invoice surprises you.
- Building the whole thing before anyone outside the company sees it. A smaller first version that real people use beats a bigger one that launches six months late.
Questions people ask
What does an AI development company in the UAE build?
It builds AI apps, AI features inside existing software and internal AI tools. Common examples include assistants that answer from your own documents, tools that read and check paperwork, and customer apps with AI chat in Arabic and English.
Which data protection law applies to my AI product in the UAE?
Most businesses follow the federal PDPL, Federal Decree-Law No. 45 of 2021. Firms licensed in the DIFC follow the DIFC Data Protection Law and its Regulation 10 on AI. Firms in ADGM follow the ADGM Data Protection Regulations 2021.
Does my AI product need to support Arabic?
It depends on your customers. If you serve Arabic speakers or government clients, plan for Arabic and right-to-left screens from the first version. Test the AI with real Arabic messages before launch.
How many UAE businesses use AI?
A September 2026 report from AWS and the UAE Artificial Intelligence Office found that 72% of UAE businesses use AI. A year earlier, the figure was 53%.
Is there a UAE authority for AI?
The UAE announced a Federal Authority for Artificial Intelligence and Data on 14 June 2026. It reports to the Cabinet and brings together the UAE Artificial Intelligence Office and other national data and digital teams.
What does a project actually cost?
It depends on what you are building, not on being in the UAE to build your AI product. Fixes and finishes start around $1,500, and a full build starts around $3,000, always a fixed price agreed in writing before I start. My AI app cost guide breaks down what moves the number.
What happens after the app launches?
Launch is not the end of the relationship unless you want it to be. I offer a Care plan where I check the app every week, catch problems early and send you a short report, or you can simply come back for a fixed-price fix whenever you need one. Either way, you are never locked into paying me.
Is my business too small for this?
No. Most of the owners I work with have no tech team at all, that is the whole point. If the smarter move is a $20 a month tool instead of custom software, I will tell you that on the first call, even though it means I do not get paid.
I already have something half-built. Can you take it over?
Yes, this comes up often. Whether it was started by a freelancer, an agency, or an AI builder like Lovable, Bolt or Replit, I can look at what exists, tell you honestly what is worth keeping, and finish it properly.

Do you only build apps, or AI tools too?
Both, and often the two together. A new product, an AI agent added to something you already run, or an internal tool that replaces a spreadsheet, the approach is the same: understand the problem, build the smallest version that solves it, and test it on your real data.
