App developers in Glasgow: who to hire, what funding exists and what the rules say
Short answer: Permanent software developer adverts in Glasgow quoted a median salary of £65,000 in the six months to 6 November 2026, and software engineer adverts quoted £95,000. Most owners who want one AI app hire a small studio or a remote builder rather than a full-time developer. Scottish firms can ask about the AI Scotland programme and, for large projects, Scottish Enterprise R&D grants. Choose a builder who puts the code and accounts in your name.
You run a business in or around Glasgow and want to know who should build your AI app, and what Scottish support might help pay for it.
I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.
Glasgow has banks, engineers, health researchers and a lot of public money for innovation. That mix decides which AI apps are worth building here. This guide sets out the local figures, the support on offer and the rules that apply. Dates are as of November 2026.
The city, the region and who works there
Invest Glasgow, the city's investment team, says Glasgow has more than 635,000 people and sits in a region of 1.85 million. Glasgow City Region's own figure is 1.89 million across eight council areas. They are East Dunbartonshire, East Renfrewshire, Glasgow City, Inverclyde, North Lanarkshire, Renfrewshire, South Lanarkshire and West Dunbartonshire. The region says 71.3% of people are in employment and 51.6% are educated to degree level. It supplies 34% of Scottish jobs and almost 30% of the country's business base, and it has more than 50,000 businesses.
The region names Barclays, JP Morgan Chase, Morgan Stanley and Merck Group among its big employers. It also names the International Financial Services District and three innovation districts. Invest Glasgow lists six clusters: clinical life sciences, energy and green transition, fintech, space and satellite technology, digital creative industries, and advanced manufacturing. The City Deal, a joint UK and Scottish Government investment plan, is worth £1.13 billion. The region also lists a £500 million Investment Zone.
Small firms sit beside these giants. The Scottish Government counted 384,280 private sector businesses in Scotland in March 2025, and 381,855 of them were small or medium-sized. Those small and medium firms provided an estimated 1.2 million jobs, which is 56.2% of private sector employment. Your app will compete for attention with a few big employers, but your customers and rivals are mostly small.
What developers cost to hire in Glasgow
IT Jobs Watch tracks UK tech job adverts. Its Glasgow figures for permanent roles, for the six months to 6 November 2026, are below.
| Role | Median salary now | Same period a year earlier | Salaries quoted |
|---|---|---|---|
| Software developer | £65,000 | £57,500 | 24 |
| Software engineer | £95,000 | £75,000 | 80 |
| All permanent IT roles | £55,000 | £50,000 | 854 |
Treat the first two rows with care. The samples are small, and the year-on-year jumps are large. A salary also leaves out employer National Insurance, pension and hiring costs. One person rarely covers design, back end, AI and testing. That is why most owners who need one app buy a build instead of a job. My guide to what an AI app costs explains the rest, and hiring AI developers covers the choice.
The innovation district and startup support
Scottish Development International (SDI, which promotes Scotland to investors) says the Glasgow City Innovation District has the highest concentration of Scottish innovation centres and co-located catapults in the UK. A catapult is a government-backed technology centre that works with business. The district lists five of them, covering offshore renewable energy, satellite applications, connected places, high value manufacturing and compound semiconductors. It also lists four Scottish innovation centres, including CENSIS (sensors and imaging systems), the Digital Health and Care Innovation Centre and The Data Lab, and the UK's only Fraunhofer Institute, part of Europe's largest contract research organisation.
The district's technology zone is to focus on 5G, fintech, healthtech, industrial informatics, quantum and space, with the University of Strathclyde next door. New office space is going in at Tontine, South Block and the refurbished Garment Factory.
Startups have Techscaler, a Scottish Government programme delivered by CodeBase. Its site says joining is free, though hub workspaces carry tenancy fees. Members get mentoring, courses and a peer community.
Money and advice for AI projects in Scotland
Three kinds of help are relevant. They work very differently.
- AI Scotland: On 19 August 2026 the Scottish Government announced £1.8 million for a second year of this programme for small and medium firms. It offers mentoring, workshops and grant funding. The year before, the National AI Adoption Programme helped more than 1,000 businesses.
- Business Gateway: This publicly funded advice service has an AI Adoption Programme to help owners understand, use and put AI in place. It also offers free one-to-one advice.
- Scottish Enterprise R&D grants: These are for bigger projects. Small and medium firms working alone may receive 35% to 50% of eligible costs. The minimum grant considered is £250,000, and Scottish Enterprise wants projects with at least £1 million of company spend. Funding is discretionary.
The R&D grant has rules that catch small firms out. Sole traders and charities may not be eligible. Neither are projects where work has already started or contracts are in place. Winners must meet Fair Work and net zero criteria, including paying the Real Living Wage. If your project is in the Highlands and Islands or the South of Scotland, Scottish Enterprise says to contact the local agency first. A single small app will usually be far below the R&D size. AI Scotland and Business Gateway fit better. Talk to the funder before you sign with a builder.
AI apps that fit Glasgow businesses
Pick a task your staff repeat every day. The ideas below follow the city's clusters.
Triage for inboxes in finance and professional services
Finance is one of Glasgow's named clusters, and advisers, brokers and lenders all get steady email from customers. A tool can read incoming emails, sort them by type and urgency, and draft a reply from your approved answers. A person checks each reply before it goes out. Complaints reach the right desk on day one.
Search across service records in engineering and energy
Engineering firms keep years of fault reports and manuals. A tool can answer a question such as "what fixed this pump the last time it overheated" from your own records and show the page it used. Engineers repeat fewer old mistakes.
Report drafts for surveyors and installers
Firms that fit heat pumps, solar panels or insulation send someone to every home. A tool can turn the visit photos and notes into a draft report and quote for the surveyor to check. Customers get quotes sooner.
Paperwork helpers in life sciences and health
Clinical and lab teams spend time on forms and logs. A tool can pre-fill standard fields from notes, with a person approving. If it touches patient data, apply the data rules below from the first day. For more ideas, see AI consultants in the UK and AI for small business.
UK data rules that apply to a Glasgow app
Data protection law is shared across the UK, so a Glasgow app follows the same UK GDPR as one in London. According to a Clifford Chance summary, key parts of the Data (Use and Access) Act 2025 took effect on 5 February 2026. These include changes to automated decisions that significantly affect people: safeguards such as transparency and the ability to challenge apply, and the strictest limit now centres on decisions based on special category data such as health details. The same summary says a further change on 19 June 2026 gives people a right to complain directly to a business about how it handled their data, and that businesses must acknowledge the complaint within 30 days.
A CMS law firm update says the regulator became the Information Commission on 30 September 2026, but will still be called the ICO. Confirm exact duties with the ICO or a data protection lawyer. My UK app development guide covers the wider picture.
Glasgow team or remote team
A local team can walk onto a factory floor, a lab or a surveyor's van, and that helps when the users are not at desks. A remote builder can learn the same things from screen recordings, sample files and short video calls. Whichever you pick, ask to see working software every one or two weeks. Compare with the Manchester and London guides to see how the picture differs. If you have a half-built app, read about making a vibe-coded app production ready, and for a first version see MVP development.
Before you sign anything in Glasgow
Ask where your data will be stored and which AI providers will see it. Ask who owns the accounts, and what the hosting and AI bill will be each month once all your customers use the app. If you plan to apply for a grant, ask the funder what counts as work already started before you pay a deposit, because Scottish Enterprise rules out projects where work has begun or contracts are in place. Then ask the builder for a live app that real customers use, and try it yourself. A firm that cannot show one, or that wants the code kept in its own accounts, is a risk. Start with a small first version that does one job well, and let your staff test it on real emails, reports or logs before anyone else sees it.
How I work: I give you a fixed price in writing before I begin and I deal with you directly. The code, domain, hosting and AI accounts are opened in your business's name. Fixes and finishes start around £1,500. If you are not building an app but want to know where AI would pay off first, try the AI Strategy Sprint.
Questions people ask
How much do software developers earn in Glasgow?
IT Jobs Watch shows a median of £65,000 for permanent software developer adverts in the six months to 6 November 2026, from 24 quoted salaries. Software engineer adverts had a median of £95,000, from 80. Both samples are small.
Can I get a Scottish Enterprise grant for a small AI app?
Probably not. Scottish Enterprise's R&D grants have a minimum grant of £250,000 and look for projects with at least £1 million of company spend. Work that has already started is not eligible. Small firms should look at AI Scotland and Business Gateway first.
What is AI Scotland?
It is a Scottish Government programme that helps small and medium firms identify, plan and test AI. It offers mentoring, workshops and grant funding. On 19 August 2026 the government announced £1.8 million for its second year.
What does the Glasgow City Innovation District offer a small business?
It is aimed at larger research and technology work, with innovation centres such as The Data Lab and CENSIS, five catapults and a Fraunhofer Institute. A small firm can still use the events and connections. Check each organisation's site for what a small firm can join.
Is there a Scotland-specific data law I need to follow?
Data protection law is UK-wide, so UK GDPR and the Data (Use and Access) Act 2025 apply. Confirm the details with the ICO or a data protection lawyer. My UK guide covers the main points.
Should I hire a developer or buy a build?
For one app, a build is often cheaper than a salary, because a full-time hire also costs National Insurance, pension and recruiting. My AI app cost guide shows what changes a quote.
What does Techscaler cost?
Techscaler says joining is free, but hub workspaces carry tenancy fees. It is a Scottish Government programme delivered by CodeBase, aimed at people building tech startups.
