WhatsApp broadcast campaign tools for UAE real estate: what you can send, which tool, and how to avoid a ban
Short answer: Yes, a Dubai brokerage can send property launch updates on WhatsApp to people who have opted in to hear from it. What it should not do is message a purchased, scraped or cold list. The safe route is the WhatsApp Business Platform (Meta's official system for businesses, often called the Business API) with approved message templates, a consent record in your CRM (the system where you keep clients and leads), an unsubscribe route in every message and a modest sending rhythm. Unofficial bulk-sender apps risk getting your number restricted. Rules differ by body (Meta, which owns WhatsApp; TDRA, the UAE telecoms regulator; and the Dubai Land Department, the emirate's property registry and regulator), and no official source blesses broadcasts explicitly, so this is information, not legal advice: confirm with the relevant authority or a lawyer.
You have a list of people who enquired about launches, and a new project is about to open. You want to tell them on WhatsApp, because that is where they read messages. You also do not want your number banned or a regulator on the phone.
I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.
What you can and cannot send
Sort your contacts into three groups before you pick a tool.
- Opted-in contacts. People who gave you their number and agreed to receive messages from your business: a form with a clear tick box, a Click to WhatsApp ad (an ad on Facebook or Instagram that opens a WhatsApp chat), a QR code scan at an event. These are the people you may broadcast to.
- Enquirers who never opted in. Someone who asked about one listing on a portal is not automatically a marketing list member. Reply about what they asked. Ask permission before adding them to broadcasts.
- Cold or bought data. Scraped numbers, lists from third parties, owner data from unknown sources. Do not message these. This is both a Meta problem and a Dubai Land Department problem, covered next.
What the Dubai and UAE rules say, and what they do not
You will find vendor pages claiming "RERA bans broker bulk WhatsApp". That overstates it. RERA is the Real Estate Regulatory Agency, the regulator that sits within the Dubai Land Department (DLD). Here is what the official sources actually say.
- DLD Circular 02-2026 (26 February 2026) bans brokerage offices from obtaining owner or investor data by unlawful means, and from contacting property owners or investors directly to offer, market or buy property, unless the office can show a documented prior transaction with that client. Penalties include a AED 50,000 fine, a three-month suspension, and permanent revocation of the broker's registration for repeat violations. The English text refers to phone or other communication channels. It targets unsolicited contact with owners and investors. It does not say anything about lists of people who opted in.
- Telemarketing rules. Cabinet Resolution 56 of 2024 sets the UAE telemarketing rules and defines telemarketing to include marketing text messages and marketing messages sent through social media apps, for every licensed company, free zones included. Marketing calls are limited to 9am to 6pm, and numbers on the national Do Not Connect Register must not be called. Penalties are in Cabinet Resolution 57 of 2024: company fines of AED 10,000 to 150,000 depending on the violation and repeats, and possible suspension for 7 to 90 days or licence cancellation. I cannot tell you how a regulator would apply these to a consented WhatsApp broadcast, because the resolution does not name WhatsApp as far as I could verify.
- TDRA guidance. TDRA, the UAE's telecoms regulator, says marketing text messages need prior explicit consent, a free unsubscribe option in every message, and sending between 07:00 and 21:00.
- Advertising permits. The Trakheesi advertising permit (DLD's permit number system for property ads) covers online and SMS ads and project launch events, and a QR code has been expected on real estate ads since April 2023. If your broadcast advertises a property, the ad rules apply to it.
So the conservative position, which I use with clients, is: opted-in people only, no scraped or bought owner numbers, send in sensible daytime hours, include a stop option, keep consent records, and treat 9am to 6pm as a sensible window. Nobody has published an official statement either way on consented broadcasts, and a 2018 press story about a RERA circular on texting owners is one I could not trace to a numbered document, so I do not rely on it. Ask a lawyer about your own campaign.
What Meta requires
Meta, the company that owns WhatsApp, sets its own rules, and breaking them is how numbers get restricted, regardless of what the UAE law allows.
- Opt-in. You may only contact people on WhatsApp if they gave you their number and you have opt-in permission. The opt-in must clearly say they are agreeing to receive messages from your named business.
- Templates. To start a conversation you must use an approved message template. Meta can review, approve, pause or reject templates at any time.
- The 24-hour window. When a customer messages you, a customer service window opens for 24 hours and restarts each time they write. Inside it you can send free-form messages. Outside it only templates.
- Quality and blocks. If recipients block or report you, Meta's systems may limit your sending. Messaging people at scale in an unauthorised way can lead to restriction or removal of access.
- Automation. Automated replies are allowed inside the window if there is a clear way to reach a human.
The Business app broadcast list vs the Business API
There are two official ways to send to many people.
WhatsApp Business app broadcast lists
The free WhatsApp Business app lets you send one message to a saved list. Vendors report a limit of 256 contacts per list and that recipients must have saved your number, but I did not confirm that on WhatsApp's own help pages, so check. It is free, it cannot connect to a CRM, and the chat history lives on one phone. If an agent leaves with that phone or personal number, the contacts and conversations go with them.
WhatsApp Business Platform (API) with templates
The WhatsApp Business Platform is accessed through a provider (a Business Solution Provider, or BSP) that gives you a shared inbox, template management, CRM connection and reports. You pay the provider's platform fee plus Meta's per-message fees. There are limits on how many unique people you can message outside a service window in 24 hours: a new business portfolio starts at 250, verifying the business raises it to 2,000, and it scales automatically above that if you send at volume with good quality.
Decision rule. With under about 200 opted-in contacts, one person running it, and no CRM link, the Business app with labels is enough. With more contacts, several agents, a need to log everything in the CRM, or Click to WhatsApp ads, use the Platform through a provider. Avoid unofficial bulk-sender tools that automate a normal WhatsApp account. They are outside Meta's rules and put your number at risk.
What it costs, and how to estimate your monthly bill
Meta charges per delivered template message. The price depends on the category (marketing, utility or authentication) and the country of the recipient. Per Meta's rate card effective 1 October 2026, in the UAE a marketing message costs AED 0.2115, a utility message AED 0.0576 and an authentication message AED 0.0576. These are Meta's fees only, with no provider markup included, and Meta has raised UAE marketing rates in October 2025 and October 2026, so check the current card before budgeting.
Messages inside the 24-hour window do not need a template. Replies to a Click to WhatsApp ad open a free entry window of up to 7 days. From 1 October 2026 Meta charges for service messages beyond 1,000 free per phone number per month.
Estimate this way: contacts in the segment times messages per month times the marketing rate. As a made-up example, 800 opted-in contacts receiving 2 launch messages a month is 1,600 messages, which at AED 0.2115 is about AED 338 in Meta fees, plus your provider's monthly fee. A bigger list or more touches scales directly, so send less to more relevant people.
How to build a list you are allowed to message
- Click to WhatsApp ads. The person starts the chat, which opens a free entry window and shows they chose to talk to you. Still ask for permission before adding them to marketing broadcasts. This is the cleanest way to build a launch list.
- Website and landing page forms with a separate, unticked box: "Send me WhatsApp updates about launches from [brokerage name]."
- QR codes on show-unit signage and event sign-up sheets that open a chat with a pre-written message.
- The first reply to an enquiry, where you ask: "Would you like launch updates here? Reply YES."
Store the consent text, date, time and source on the contact record in your CRM. Records also matter for another reason: under the UAE anti-money-laundering rules, brokers must keep customer records, including business correspondence, for at least five years, and client messages tied to a transaction are likely to count, which is an interpretation. Confirm with the relevant authority or a lawyer.
A launch campaign inside the rules
A practitioner pattern from the partner hub of Property Finder (a major UAE property portal): a message three days before the launch, one the day before, and a recap the day after, with one or two broadcasts a month per segment otherwise. Treat those as one practitioner's suggestions, not rules. Segment first by investor or end-user, budget band and language, and send only the project details that match. Every template carries an unsubscribe line, such as "Reply STOP to stop these messages." Respect the sending hours above. Handle replies as a normal conversation: a reply opens the 24-hour window and an agent should answer within minutes. See fixing speed to lead and the off-plan nurture sequence.
Different message types behave differently. A launch announcement to opted-in investors is a marketing template, the most expensive category. A viewing reminder or document request is utility. A reply to an inbound enquiry in the window is free-form.
How software and AI help with broadcasts, and where an agent takes over
Software does the dull but important parts: it stores consent with each contact, builds a send list from CRM fields (opted in, investor, budget band, language), removes anyone who opted out, schedules sends inside the allowed hours and logs delivery. The key feature to demand from any tool is a consent-aware send list that syncs opt-outs between the WhatsApp tool and your CRM. A "STOP" that updates only one of the two is how brokerages end up messaging people who asked to be left alone.
AI helps with drafting templates in English and Arabic, classifying replies (interested, question, stop) and routing hot replies to the right agent. It can also detect a "stop" typed in a sentence. A person approves every template, answers anything about price or availability, and watches the block rate. I build CRM-linked WhatsApp workflows for brokerages when the ready-made tools do not fit, and the same checks apply either way.
To try the template drafting yourself, paste the developer's launch fact sheet into Claude and ask: "Write one WhatsApp marketing template, under 60 words, in English and Arabic, announcing this launch to people who asked for updates. Use only facts from the sheet. No yield or return claims. End with an unsubscribe line. Mark where the recipient's first name and project name go." Edit the output and submit it for approval.
Which tools to look at
I have grouped these by type. Check every vendor's own pricing page, because plans and currencies change.
- WhatsApp Business app (free, Meta). Fine for a small list, no CRM link.
- Official providers for the Business Platform. SleekFlow, a conversation platform that connects WhatsApp to a shared inbox and CRM, publishes UAE real estate guidance. WeTarseel, a provider of the WhatsApp Business API aimed at UAE companies, lists a Starter plan at US$50 a month (about AED 184) with one number and five agents and a Scale plan at US$100 a month (about AED 368) with seven agents, with message charges extra (vendor figures from its page, checked 2 November 2026; its title and body were inconsistent). Pabbly Chatflow, a WhatsApp marketing tool, lists a free tier of 100 credits a month, around 100 messages (vendor page). I did not verify the pricing or features of other providers such as WANotifier, so check theirs.
- CRM-native WhatsApp. Some CRMs, such as GoHighLevel (a marketing automation and CRM platform), connect to WhatsApp through a provider. One guide describes using Twilio or 360dialog (WhatsApp messaging providers), but I could not confirm that natively. See WhatsApp CRM for Dubai brokerages.
Questions to ask every provider: Is it an official Meta partner? Does it sync opt-outs with my CRM? Who owns the number? Can I export the chat history? How are template approvals handled? What is the fee per agent, per number and per message?
A pre-send checklist for every broadcast
- Is every recipient in the CRM with consent recorded?
- Is the template approved, with an unsubscribe line?
- If the message advertises a property, does it have the permit and QR code?
- Is it going out within the sensible daytime window?
- Is the segment relevant to this message?
- Has anyone who opted out been removed?
- Who will answer replies, and by when?
- Who will watch blocks and complaints afterwards?
Mistakes that get numbers restricted
- Importing a portal export or a purchased list.
- Using one agent's personal number for everything.
- Over-sending to the same segment.
- Putting promotional text in a utility template.
- No opt-out sync between the CRM and the WhatsApp tool.
- Letting agents run their own broadcast lists outside the CRM.
How I'd approach this
I would build a small, clean, consented list first, using Click to WhatsApp ads and forms. Then I would use an official provider, send little, and watch replies and blocks. Finally, I would ask a lawyer to read the consent wording once.
Questions people ask
Is bulk WhatsApp messaging legal for Dubai real estate brokers?
No official source I found either blesses or bans consented broadcasts. What is clearly restricted is unsolicited contact with owners and investors under DLD Circular 02-2026, and marketing messages under the UAE telemarketing rules need consent. Stay with opted-in contacts and confirm with a lawyer.
Can I message property owners I found on a portal or in a database?
I would not. DLD Circular 02-2026 bans brokerage offices from obtaining owner or investor data unlawfully and from contacting owners or investors to offer, market or buy property, unless there is a documented prior transaction. See the cold calling rules guide.
What is the difference between a WhatsApp broadcast list and the Business API?
A broadcast list is a feature of the free Business app, tied to one phone. The Business Platform (API) works through a provider, uses approved templates, connects to a CRM and supports multiple agents. See the WhatsApp Business API guide.
Do I need consent to message someone who already enquired?
You can reply about their enquiry, but for marketing messages Meta requires opt-in, and TDRA guidance says marketing text messages need prior explicit consent. Ask for permission in your first reply and record it.
How many people can I message in a day on the API?
Per Meta, a new business portfolio can message 250 unique customers a day outside a service window. Verifying the business raises that to 2,000, with automatic scaling above that if you send at volume with good quality.
Will I be banned for using a bulk sender app?
Unofficial tools that automate a regular WhatsApp account sit outside Meta's rules and put the number at risk of restriction. Official providers use the Business Platform. Meta can also limit sending when recipients block or report you.
Are WhatsApp marketing messages charged in the UAE?
Yes. Per Meta's rate card effective 1 October 2026, a UAE marketing message costs AED 0.2115 per delivered template message. Check the current card, because rates change on the first day of a quarter.
Should agents use their own WhatsApp numbers for campaigns?
No. Contacts and chat history leave with the agent. Use one business number with a shared inbox, and keep consent records in the CRM. See client data and the UAE data protection law.
