WhatsApp CRM for Dubai brokerages: stop leads living on agents' personal phones
Short answer: Move client conversations onto a company-owned number and a shared inbox, connected to your CRM (the system where you keep clients and deals). For one to four agents, the free WhatsApp Business app (the small-business version of the WhatsApp messaging app) with labels can do. From about five agents, use the official WhatsApp Business Platform (the paid route run by Meta, the company that owns WhatsApp, for businesses and software) through a shared-inbox provider. Add AI only for the first reply and qualifying questions. I could not find any rule from the Dubai Land Department (DLD) or the Real Estate Regulatory Agency (RERA) requiring five-year chat retention, so do not rely on a vendor's say-so.
A buyer taps WhatsApp on a Property Finder (a UAE property portal) listing, your agent replies from a personal phone, and when that agent leaves the whole conversation leaves with them.
I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.
Why Dubai leads live on agents' phones, and what it costs you
Portals and vendors commonly report that most property seekers first reach an agent on WhatsApp, the messaging app almost everyone in the UAE uses. I have not seen a solid source for the exact share, so treat those percentages as vendor claims. What I do see in brokerages is simple: the enquiry arrives on the agent's own phone, the agent replies from it, and the brokerage owns none of it.
Three costs follow. When an agent leaves, the history, the client's trust and the next viewing leave with them. When a lead sits unanswered because the agent is in a meeting, nobody else can see it. And when you want to know which portal makes money, there is no record to count.
Three ways to run WhatsApp in a brokerage
- WhatsApp Business app. A free app for small businesses with labels, quick replies and a business profile. It can be linked to a few devices. Fine for one to four agents who share one company number, but it has no routing, no audit trail and limited reporting.
- WhatsApp Business Platform (the official API). API means the way other software connects. This is Meta's official route for businesses, accessed through a provider. It enables a shared inbox, assignment, automation and CRM links. It costs money per message and needs a verified business.
- Unofficial tools. Browser plug-ins and QR-code senders that drive a normal WhatsApp account. They often break WhatsApp's terms and risk a banned number. One banned number can orphan a whole team's pipeline, so I do not recommend them for client conversations.
I explain the official route in more detail in my article on the WhatsApp Business API. I could not confirm the limits of running the app and the platform on the same number at once (often called coexistence) from Meta's own documents, so ask your provider to show it live.
What a shared WhatsApp inbox must do for a brokerage
- Show every conversation to the right people, with an owner assigned.
- Let a team lead reassign a chat in seconds, when an agent is out or leaves.
- Keep internal notes that the client cannot see.
- Tag the chat with listing, area and lead source.
- Push the chat and its status into the CRM, so there is one record.
- Alert someone when a message goes unanswered.
If your team also uses email and social messages, see handling WhatsApp, Gmail and Messenger chats in one place.
Getting Property Finder, Bayut and Dubizzle leads into the inbox
Property Finder, Bayut and Dubizzle are the UAE property portals where enquiries arrive. Here is the catch that vendor pages skip. When a buyer taps the WhatsApp button on a listing, the message usually lands on the agent's phone number, not in an API inbox. Getting that path into a shared inbox needs a specific setup, sometimes a dedicated company number on the listing. Ask any vendor to demonstrate this exact path with a real enquiry from your own listing, timed from tap to alert. My article on the Property Finder API covers the lead-delivery side.
The agent-exit playbook: keep the relationship with the firm
This is policy first, tool second. A decision rule I would use:
- Client conversations from portal leads happen on company-owned numbers or the shared inbox from day one. Personal numbers are not used for portal leads.
- When an agent resigns, within 24 hours: reassign every open lead, export the chat log, revoke their inbox seat, and send the client a short message from the firm number introducing the new agent.
- Agree in writing which contacts are the brokerage's and which an agent brought in personally. Disputes later are expensive.
Be careful that exporting and reusing client data stays within consent and data-protection rules. The UAE Personal Data Protection Law (Federal Decree-Law 45 of 2021) is in force, but I could not confirm the status of its implementing regulations, so confirm specifics with a lawyer.
What Meta's rules require: opt-in, templates and the 24-hour window
Meta, the company that owns WhatsApp, sets rules for the official platform:
- You may start a conversation only with people who opted in to hear from you.
- To start a chat outside a service window, you use a pre-approved message template.
- Once the customer writes, you have a 24-hour customer service window, and every new customer message restarts it. Free-form replies are allowed inside it.
- Honour opt-outs. Automation must offer a clear route to a human.
New business portfolios can message 250 unique customers a day outside a window. Verifying your business raises that to 2,000 a day, with automatic scaling above.
What UAE rules say about bulk and cold messaging
This is information, not legal advice. Confirm with the relevant authority or a lawyer.
- Telemarketing rules. Cabinet Resolution 56 of 2024 defines telemarketing to include marketing text messages and marketing messages sent through social media apps, not just calls, and it applies to every licensed company. Marketing calls are limited to 9am to 6pm and you must not call numbers on the national Do Not Connect Register. I do not read the resolution as naming WhatsApp, so the safest course is to treat WhatsApp marketing the same way: send only to people who asked for it, stay inside business hours and always offer a way to stop. Penalties are set by Cabinet Resolution 57 of 2024, with company fines from AED 10,000 to AED 150,000 depending on the violation and repeats.
- Marketing text messages. The telecoms regulator TDRA's own guidance for marketing text messages requires prior explicit consent, a free unsubscribe option and sending only between 07:00 and 21:00.
- Contacting owners. DLD Circular 02-2026 (26 February 2026) bans brokerage offices from obtaining owner or investor data by unlawful means and from contacting owners directly to offer, market or buy property unless the office can show a documented prior transaction with that client. It says nothing about people who contacted you or opted in.
The practical rule: reply to people who contacted you, and put marketing messages only to people who clearly asked for them. No purchased lists, and keep a record of when and how each person consented.
The five-year record claim: what I checked
One vendor guide says RERA and DLD require brokers to keep client chats for five years. I could not confirm that. What I could confirm is narrower. Under the UAE anti-money-laundering rules, real estate brokers, who are covered as designated non-financial businesses and professions, must keep customer due diligence and transaction records, including business correspondence and customer communications, for at least five years (Cabinet Resolution 134 of 2025 and Ministry of Economy and Tourism guidelines). The period runs from the latest of the end of the client relationship, the completed transaction, an inspection, an investigation or a final court judgment.
That is an anti-money-laundering duty, not a DLD or RERA chat rule, and the law never names WhatsApp. Client messages tied to a customer or transaction are likely to count as business correspondence, but that is an interpretation. The sensible conclusion: log client conversations to your CRM as a matter of good practice, and ask a lawyer exactly what you must keep.
How AI helps with WhatsApp enquiries (and where a person takes over)
This is where software earns its keep. On a portal enquiry at 11pm, an AI first reply can:
- Acknowledge the enquiry in English or Arabic within seconds.
- Ask the three qualifying questions: buying or renting, budget and area, and timeline.
- Offer viewing slots, and tag and route the chat to the right agent.
- Write a two-line summary into the CRM.
A person must take over for price negotiation, mortgage or Golden Visa advice, anything about returns, and anything about source of funds. Test the Arabic with your own agents: AI can sound formal in the wrong register or misread a name. I describe how I build this kind of reply flow in AI lead qualification, and the Dubai-specific build is something I do for brokerages as a modest integration project.
Try it yourself with Claude
Paste a few anonymised past enquiries (no names or numbers) into Claude, an AI assistant, and ask: "Draft a first WhatsApp reply in English and in simple Gulf-friendly Arabic for each, asking only buying or renting, budget, area and timeline, in under 40 words, without promising availability or price." Have an Arabic-speaking agent mark the Arabic before you let anything near a live client.
What it really costs: seats plus Meta per-message fees
There are two bills. The shared-inbox provider charges per seat or plan, and prices vary widely. One vendor blog lists plans from US$119 to US$799 a month, so treat that as an example, not a quote and check the provider's pricing page. Then Meta charges per delivered template message by category and country. Per Meta's rate card effective 1 October 2026, a UAE marketing message costs AED 0.2115, a utility message AED 0.0576 and an authentication message AED 0.0576, and the rate card is Meta's fee only, with no partner markup. Meta changes rates only on the first day of a quarter and raised UAE marketing rates in October 2025 and again in October 2026, so check the current card before budgeting. For the wider bill, see what AI automation costs a Dubai brokerage.
Replies inside the 24-hour window do not need a template. Replies to a Click to WhatsApp ad (a Facebook or Instagram ad that opens a WhatsApp chat) open a free window of up to 7 days. From 1 October 2026 Meta charges for service messages beyond 1,000 free per phone number per month. A made-up example: 300 qualified conversations a month in which you send one marketing template each would cost 300 x 0.2115 = AED 63.45 in Meta fees. The swing factor is how many marketing broadcasts you send, so model cost per qualified lead rather than per message.
Logging chats into the CRM without double entry
The goal is one timeline per client: portal enquiry, WhatsApp thread, calls, viewings. The provider should push each message or a summary to the contact in your CRM, matched on phone number in international format (+971). Ask whether it logs both directions, whether attachments such as passports are stored and where, and how a deleted message appears. Do not store identity documents in chat longer than you need to.
A 30-day rollout for a 10-agent office
- Week 1: choose the company number, decide the exit policy, write the rules for which chats are personal.
- Week 2: apply for the Platform and Meta business verification through your provider (verification timing is Meta's, not the vendor's). Build three approved templates: first reply, viewing confirmation and follow-up.
- Week 3: connect portal leads and the CRM, and test a real enquiry from tap to alert.
- Week 4: train agents with two minutes of rules, switch portal listings to the company number and review time to first reply.
Track four numbers: time to first reply, share of leads with a logged next step, handover time after an exit, and leads untouched for 48 hours.
How I'd approach this
Fix the ownership problem before you buy anything: company numbers, a written exit rule and one inbox. Then add the official platform when volume justifies it, and AI only for the first reply. If you want a hand scoping the connection between your portals, WhatsApp and CRM, AI integration services shows how I work.
Questions people ask
Can a whole team share one WhatsApp number?
Yes, in two ways. The free Business app can be linked to a few devices, and the official platform lets many agents work in one shared inbox through a provider. For five or more agents I would use the platform. See the WhatsApp Business API guide.
Do I need the WhatsApp Business API or is the Business app enough?
For one to four agents with low volume, the app is enough. You need the platform for assignment, automation, CRM links and an audit trail. Moving later is possible, but plan the number carefully first.
Is it legal to send bulk WhatsApp messages to property leads in the UAE?
The telemarketing rules cover marketing messages sent through social media apps, so only message people who asked for it, within business hours, with a way to stop. Rules for contacting owners are separate (DLD Circular 02-2026). This is information, not legal advice: confirm with the relevant authority or a lawyer.
Do Dubai brokers have to keep WhatsApp chats for five years?
I found no DLD or RERA rule saying so. The five-year duty I could confirm is under the anti-money-laundering rules and covers customer due diligence and transaction records, including business correspondence. Whether a chat counts is an interpretation, so ask a lawyer.
What happens to client chats when an agent leaves?
On a personal phone, they leave with the agent. On a company number or shared inbox they stay. Write an exit rule: reassign leads within 24 hours, export the chat log and message the client from the firm number.
Can AI reply to leads in Arabic and English?
Yes, for first replies and qualifying questions, with an agent checking the Arabic wording. Keep price, advice and source-of-funds topics with a person. See AI lead qualification.
Are unofficial WhatsApp tools safe?
I would avoid them for client conversations. Tools that drive a normal account often break WhatsApp's terms and can get a number banned, and the loss falls on your pipeline.
