WhatsApp Business API guide: what it costs and how to automate it
Short answer: The WhatsApp Business API lets a business send and receive WhatsApp messages from its own software, chatbot or CRM. Meta charges per delivered message, and the rate depends on the message type and the customer's country. Since 1 October 2026, each business phone number gets 1,000 free service messages a month, and Meta charges for every service message after that. Since 1 April 2025, Meta has not delivered marketing templates to US phone numbers.
You want to actually understand WhatsApp's new pricing and rules before you commit to it.
I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.
What is the WhatsApp Business API?
WhatsApp has two business products.
- WhatsApp Business app: An app for small business owners to chat one to one with customers from a phone. It has a business profile, a product showcase and automatic greeting and away replies.
- WhatsApp Business Platform (the API): A connection that lets software send and receive messages. An API is a way for two programs to talk to each other. You use it through a provider such as Twilio or Wati, or you connect to Meta directly.
The app suits one person answering a few chats. The API suits a business that wants automation, several staff on one number, or messages sent from its CRM, booking system or online store.
How does WhatsApp Business API pricing work?
Meta charges per message. It moved to this model on 1 July 2025 and dropped the old per-conversation pricing. Here are the main rules from Meta's pricing docs.
- You pay for delivered messages only: Meta does not charge for messages that fail to arrive.
- Customer messages are free: A customer writing to you costs nothing.
- The rate depends on the type and the country: Meta prices each message by its category and by the customer's country code.
- US numbers use North America rates: Canada and the US share one regional rate. Meta lowered North America utility and authentication rates on 1 January 2026.
- Price changes have notice: Meta changes pricing only on the first day of a quarter. It gives at least one month's notice for rate card changes.
Meta publishes the exact rates as downloadable rate cards in its pricing docs. Check them before you budget, because rates change each quarter.
What are the message types?
Meta sorts every message into one category.
| Message type | What it is for | When you can send it |
|---|---|---|
| Marketing template | Offers, sales and promotions | Any time, to opted-in users |
| Utility template | Order updates, receipts, booking reminders | Any time, to opted-in users |
| Authentication template | One-time login codes | Any time, to opted-in users |
| Service message | A normal reply to a customer | Only inside the 24-hour window |
| Meta Business Agent | Replies from Meta's own AI agent, added on 1 July 2026 | Only inside the 24-hour window |
A template is a message you write ahead of time and send to Meta for approval. You fill in details such as a name or an order number when you send it.
What is the 24-hour customer service window?
When a customer messages or calls you, a 24-hour window opens. Each new message from them resets it. Inside the window, your team or your chatbot can reply freely with service messages. Outside it, you can only send approved templates.
There is one more free window. Say someone taps a Click to WhatsApp ad on their phone and messages you. If you reply within 24 hours, Meta opens a free entry point window that can stay open for up to 7 days. Marketing, utility, authentication and service messages are free while it stays open.
What changed on 1 October 2026?
Meta started charging again for two kinds of message that had been free.
- Service messages: These had been free since 1 November 2024. Now each business phone number gets 1,000 free delivered service messages a month. Meta charges from message 1,001. Unused free messages do not carry over.
- Utility messages inside the window: A utility template sent while a customer chat is open had been free since 1 July 2025. Meta charges for these again.
Meta told businesses to add a payment method by 30 September 2026. If your account has no payment method, Meta stops delivering service messages once you pass the free 1,000. Your chatbot would then go silent mid-month. Check this in your Meta billing settings today.
Eligible government and non-profit groups keep free service messages beyond the 1,000 until 31 December 2027.
What does this mean for a busy business?
Say a store gets 4,000 customer chats a month, and each chat needs a reply. The first 1,000 replies are free. You now pay the North America service rate on the other 3,000. If your chatbot sends three short replies per question, you pay for three messages. So a bot that answers in one clear message costs less to run.
Can US businesses send WhatsApp marketing messages?
Meta stopped delivering marketing template messages to users with US phone numbers on 1 April 2025, and its docs say the pause is still in place. A US number is one with the +1 code and a US area code. If you try, the message fails with an error.
This changes how US firms should use WhatsApp.
- Utility messages still work: Order updates, shipping alerts and booking reminders go through.
- Login codes still work: Authentication templates go through.
- Replies still work: You can answer any customer who messages you first.
- Promotions to US numbers do not work: Use email or SMS for sales offers. My guide to text message marketing covers the SMS rules.
Marketing templates still reach customers in many other countries. Meta says a US business number can still send them to users outside the US.
Can I put an AI chatbot on WhatsApp?
Yes, if the bot serves your own customers. Meta changed its terms on 15 January 2026. AI companies can no longer use the platform to offer general-purpose AI assistants, which are bots that will chat about anything. TechCrunch reported that a business using AI to support its own customers is not affected.
So an AI bot that answers questions about your products, bookings or orders is fine. Keep it focused on your business. My guide to choosing an AI chatbot for your business covers how to pick one.
What does a WhatsApp API provider cost?
Most businesses use a provider. You pay Meta's message fees plus the provider's own fee.
- Twilio: A developer platform. Twilio adds $0.005 per message, sent or received, on top of Meta's fees. Its page says prices are current as of September 2026. You need a developer to build on it.
- Wati: A ready-made inbox and chatbot builder. Its Growth plan costs $59 a month and its Pro plan costs $119 a month, both billed yearly. Meta's message fees are extra. Pro lists a HubSpot integration, and the custom Business plan lists Salesforce.
Prices are from each vendor's own page as of October 2026.
How do I set up the WhatsApp Business API?
- Pick a phone number: Choose the number customers will see, and decide who on your team will answer it.
- Choose a provider: Pick a tool like Wati if you want a ready inbox. Pick Twilio or a direct Meta connection if a developer will build your setup.
- Link your Meta account: Your provider guides you through linking your number to your business account with Meta.
- Add a payment method: Without one, service messages stop after the free 1,000 each month.
- Collect opt-ins: Meta lets you message only users who have agreed to hear from you. Add a clear tick box to your checkout or booking form.
- Write and submit templates: Draft your order updates and reminders, then send them to Meta for approval.
- Test the full flow: Send each template to your own phone, and check how the bot hands a chat to a person.
When does a custom WhatsApp build make sense?
A tool like Wati works well for many small businesses. You get an inbox, broadcasts and a simple bot without writing code.
A custom build fits better in a few cases.
- Your data lives in your own system: The bot must read live stock, bookings or account details from software you built.
- Your steps are unusual: A quote needs photos, a price check and a staff sign-off before it goes out.
- Message costs are high: Every extra bot reply now costs money after the free 1,000. A custom bot can be written to answer in fewer messages.
- You want to own it: You keep the code and the Meta account, so you can switch providers later.
I build WhatsApp bots and connect them to the CRM, booking and order systems a business already uses. I start by mapping the questions customers ask most. I then write templates for the updates customers want, and I test costs against Meta's current rate card before launch. My guide to AI chatbot development explains what a custom build involves.
Questions people ask
Is the WhatsApp Business API free?
It is not free. Meta charges per delivered message, and the price depends on the message type and the customer's country. Customer messages to you are free, and each business phone number gets 1,000 free service messages a month.
How much does WhatsApp charge for service messages after 1,000?
Meta charges a fixed per-message rate for each service message after the first 1,000 in a month. The rate depends on the customer's country, and US numbers use North America rates. Meta lists the exact amounts in the rate cards in its developer pricing docs.
Can I send WhatsApp promotions to US customers?
Not at the moment. Meta has not delivered marketing template messages to US phone numbers since 1 April 2025. Utility messages, login codes and replies to customers still work.
What happens if I have no payment method on my WhatsApp API account?
Service messages inside the free 1,000 a month still go out. After that, Meta stops delivering service messages until you add a payment method. Add one in your Meta billing settings to keep your chatbot replying.
Do I need a developer to use the WhatsApp Business API?
Not always. Tools such as Wati give you a ready inbox and bot builder. You need a developer when the bot must connect to your own systems or follow steps the tool cannot handle.
Will my WhatsApp bot suddenly cost more once I pass the 1,000 free messages?
Yes, unless you plan for it. Budget for the North America service rate on every reply past the free 1,000 a month, and design your bot to answer in as few messages as possible, since Meta bills per message sent, not per conversation.
Roughly what does this cost?
As a broad reference, fixes and finishes start at around $1,500, and new builds start higher, always a fixed price agreed in writing before I start, never an hourly rate. My AI app cost guide explains what actually drives a quote up or down.
Is my project too small for this?
No. Most of the owners I work with have no tech team at all, that is the whole point. If the smarter move is a cheap software subscription instead of custom software, I will tell you that on the first call, even though it means I do not get paid.
