Hiring app developers in Perth when your work runs on mine sites, farms and Western Australian time

By Ranjit Bhinge, founder of Blur Studio · Updated · 6 min read

Short answer: Perth runs on resources. Western Australia sold about $220 billion of minerals and petroleum in 2024-25, so many Perth firms serve mines, gas plants and remote crews. A good app builder plans for patchy signal, shift work and Australian privacy rules, and hands you the code and accounts.

You run a Perth business that serves mine sites, fly-in crews, farms or government, and you want an AI app that works where your people actually are.

I'm Ranjit, and I run Blur Studio: 15+ years building software, 120 apps taken live, and clients who have gone on to raise $10M+. I build AI systems and processes that help businesses do a lot more with a lot less time. I also work differently from most of what else is out there, more on that further down this page. Say hello.

Western Australia's economy leans hard on what comes out of the ground. That shapes what software is worth building for Perth firms. This guide starts with the resources sector, then covers who gets state grants, which privacy rules are new, and how to pick a builder when you sit three hours behind Sydney for part of the year.

How big is the resources sector behind Perth businesses?

The Western Australian Department of Mines, Petroleum and Exploration released its 2024-25 statistics digest in May 2026. The state's own summary gives these numbers, in Australian dollars:

Measure, 2024-25Figure
Mineral and petroleum sales$220 billion
Iron ore sales$122 billion, from 864 million tonnes
Gold sales$29 billion, a record, from 6.7 million ounces
LNG (liquefied natural gas) sales$36 billion
Alumina sales$8.2 billion
Mining and exploration jobs on site138,257 full-time equivalent
Petroleum jobs on site9,428 people

The same release says lithium and nickel had weaker prices. If you sell to those two, expect your clients to cut costs. A tool that saves them hours may sell better than one that adds features.

Look at the jobs line. About 138,000 people work on site. Behind them sit support firms for catering, rostering, safety training, engineering, labour hire and equipment hire, and each one handles paperwork for sites it cannot visit every day.

Software that fits site work and fly-in crews

Reports from places with no signal

A supervisor writes a shift report on a tablet in a pit or a plant. The signal drops, and the note is lost or typed again later. Ask any builder how the app saves work offline and sends it when the phone reconnects. That one question screens out many weak proposals.

Once the reports reach your office, an AI tool can read them and write a short daily summary of faults, delays and safety notes. A person still checks it, and your clients see the original text beside the summary.

Rosters, swaps and "when is my next swing"

Rostering crews who fly in and out is a puzzle of flights, camp beds and certificates that expire. One 2026 grant winner in Western Australia, Co Connect App, received $45,390 for a people rostering and facilities management product. A custom tool for a small labour hire or catering firm can still be worth it if your rules are odd. A field service tool may cover simpler rosters without a build.

Paperwork for tenders and contracts

Resource clients send long contracts, safety rules and tender packs. An AI document reader can pull out dates, duties and insurance limits into a checklist for your team to confirm. For crews that run small trades at sites, AI for tradies shows the quote-and-invoice side.

What the 2026 Innovation Booster Grant winners show

The Innovation Booster Grant is a competitive Western Australian Government grant for early-stage founders, small innovative firms and startups. It comes out of the $40 million New Industries and Innovation Fund, which runs 2025 to 2029 and is run by the Department of Energy and Economic Diversification. The state's page says the aim is to give founders access to support services and expertise so they can validate or commercialise a product.

In the 2026 round, announced in August, 26 local businesses won up to $50,000 each. Of those, 18 are regionally based, First Nations-founded or have female founders. The list is a useful map of Western Australian ideas:

  • Legal aid: Boorloo Legal Assistance Clinic received $46,113 for DJIDI, which the list describes as the country's first AI-powered practice management tool for legal aid. The AI for law firms guide covers the general idea.
  • Farming: BIRDRONE received $50,000 for autonomous bird deterrence to protect orchard crops, and AGRA Farming Technologies received $50,000 for a plant factory project.
  • Robotics: ACE Kinetics received $50,000 for an integrated motor-drive system for robotics and space.

Check the grant page for the next round's dates. If you are building a new product rather than fixing your own operations, check the grant page before you set a budget, and keep a written plan ready. For a different city's startup scene, see the Sydney guide.

Privacy rules that changed this year

The federal Privacy Act and small firms

The Office of the Australian Information Commissioner (OAIC) says a small business is one with an annual turnover of $3 million or less, and that most small businesses are not covered by the Privacy Act 1988. Some are covered whatever their size, including health service providers, businesses trading in personal information and contractors under a Commonwealth contract.

A second date matters. The OAIC says that from 10 December 2026, organisations covered by the Act must say in their privacy policy when a computer program makes, or helps make, a decision that could significantly affect a person's rights or interests and uses their personal information. If your app screens job applicants or sorts customers, ask a lawyer whether that applies to you.

WA's own law for public bodies

A Perth law firm, Panetta McGrath, reports that most of the Privacy and Responsible Information Sharing Act 2024 (WA) started on 1 July 2026, with mandatory reporting of serious data breaches to start on 1 January 2027. The firm says it covers WA government departments, local governments and the contracted service providers they use. If you supply a council or a state agency, read your contract to see whether the privacy duties are passed on to you.

What national AI rules are coming

In a speech on 15 July 2026, the Prime Minister said the government will set Australian Standards for AI and aims to bring legislation to Parliament in early 2027. Nothing is law yet on that point. The Australia guide follows the national picture, and AI consultants in Australia covers the advice side.

Working across time zones from Perth

The Reserve Bank of Australia lists Western Australia, Queensland and the Northern Territory as places that do not use daylight saving. In 2026 the southeast states moved their clocks forward on 4 October. So Perth is normally two hours behind Sydney and Melbourne, and three hours behind while their clocks are forward. If your builder works on Eastern time or in another country, agree a fixed weekly call that sits inside your working day.

The same gap helps in one way. A builder who works a normal day on the east coast can deliver a test build overnight your time. Compare this with Adelaide and Melbourne, where owners are closer to the same clock.

Where Perth owners find help

  • Small Business Development Corporation (SBDC): The WA Government agency offers business information, advice, and dispute and mediation services for small businesses across the state. A mediation service is handy when a software project or a client contract goes wrong. Find it at smallbusiness.wa.gov.au.
  • Spacecubed: A coworking and startup hub with spaces in the Perth CBD and Western Sydney. Its site describes accelerator programs, capital and a community of more than 3,000 innovators. See spacecubed.com.
  • Innovation Booster Grant: See the section above.

What to put in your brief to a Perth builder

Name the remote site or office where the app will be used, the worst signal your crew sees, and who has to approve each result before it goes out. Ask for a fixed price in writing, a monthly estimate for hosting and AI use, and a list of what happens if the signal drops. For a cost picture, read what an AI app costs, and for a first small version see AI chatbot development services.

I am a one-person studio. I work directly with Perth owners, give a fixed price in writing, and keep nothing hostage: the code, domain, hosting and AI accounts are in your name from day one. Fixes and finishes start around US$1,500.

If you would rather not build yet and want to know where AI would pay off first in your firm, start with the AI Strategy Sprint.

Questions people ask

How big is the Western Australian resources sector?

The state's 2024-25 statistics digest reports mineral and petroleum sales of $220 billion, including $122 billion of iron ore and a record $29 billion of gold. It also lists 138,257 full-time equivalent on-site jobs in mining and mineral exploration.

What did the 2026 Innovation Booster Grant fund?

Twenty-six local businesses won up to $50,000 each. Winners include an AI practice management tool for legal aid, a rostering and facilities product, and orchard crop protection. Check the grant page for the next round's dates before you plan a budget.

Does the Privacy Act cover my small Perth firm?

Not automatically. The OAIC says a small business has a turnover of $3 million or less, and most are not covered. Health service providers, businesses trading in personal information and Commonwealth contractors are covered whatever their size.

When does the WA privacy law reach a private contractor?

Panetta McGrath reports that most of the Privacy and Responsible Information Sharing Act 2024 started on 1 July 2026 and that it covers contracted service providers to public bodies. Read your government contract for the exact duties.

What changes on 10 December 2026?

The OAIC says organisations covered by the Privacy Act must then describe in their privacy policy any computer program that makes, or helps make, decisions that could significantly affect people. Ask a lawyer if your app does that.

How big is the time gap with Sydney?

Perth is normally two hours behind. During daylight saving, which Western Australia does not use, the gap is three hours. Agree a fixed call time with any builder on Eastern time. The Sydney guide has the other side.

Where can a Perth owner get a dispute mediated?

The WA Small Business Development Corporation offers dispute and mediation services for small businesses across Western Australia. It is a good first call if a software project stalls.

Roughly what does a project cost?

Fixes and finishes start around US$1,500, and new builds start higher, always at a fixed price agreed in writing. My AI app cost guide explains what moves a quote.
